Slowly but surely, we are putting all the pieces together on water cycle management. We at Wholly H2o are promoting the use of recycled water in industrial processes wherever available. In the meantime, this important policy on the Use of Coastal and Estuarine Waters for Power Plant Cooling is now effective, as announced by the State Water Board.
Dear Once-Through Cooling Interested Parties:
I am pleased to announce that the Policy on the Use of Coastal and Estuarine Waters for Power Plant Cooling is effective today, October 1, 2010.
The Policy is located on our website at http://www.waterboards.ca.gov/water_issues/programs/npdes/cwa316.shtml .
The administrative record for the Policy was approved by the Office of Administrative Law (OAL) on September 27, 2010. The California Environmental Quality Act (CEQA) Notice of Decision was submitted to the Secretary of Resources, and the CEQA filing fees were received by the Department of Fish and Game on October 1, 2010, making the policy effective.
In addition, on September 30, 2010 a proposed amendment to the policy was posted on our website. As proposed, the amendment. would provide additional flexibility to owners or operators of facilities complying with Track 2 Policy requirements, with special considerations given to facilities with combined-cycle units. The Notice of Adoption Hearing, Draft Staff Report, Proposed Policy Amendment, and the Draft Environmental Checklist are posted at http://www.waterboards.ca.gov/water_issues/programs/npdes/cwa316.shtml .
The State Water Board invites the public to submit comments on the proposed amendment to the Policy; however, only comments directly relevant to the proposed amendment will be considered. Written comments (electronic submission preferred) must be received by noon on November 19, 2010 and submitted to Jeanine Townsend, Clerk to the Board as specified in the Notice. The State Water Board will hold a public meeting on December 14, 2010 to hear comments on, and possibly adopt the proposed amendment to the Policy.
